Note:The House and Senate sent 222 bills to Governor George Voinovich for his consideration during the 120th Ohio General Assembly. None were vetoed, although Mr. Voinovich exercised his line item veto authority in three appropriation measures (HB's 152, 154 & 715). He has allowed six bills (Senate Bills 36 & 300 and House Bills 297, 361, 381 & 668) to become law without his signature. Of the total enacted, 139 were House bills and 83 were Senate bills. Many of the bills, as can be seen by the title, contain more than a single subject as lawmakers combined separate bills into a single piece of legislation that addressed related issues. During the two-year session, the Senate passed 110 of its bills while the House passed 249 of its bills. Effective dates of bills that were enacted appear in italic type.


Am. Sub. SB 5 PORT AUTHORITIES (Boggs) Authorizes counties to create a port authority in that part of its territory that is not already within the jurisdiction of a port authority, eliminates certain bond redemption requirements on the State Parking Commission, adds members to the Occupational Therapy, Physical Therapy, and Athletic Trainers Board, allows port authorities and regional airport authorities to participate in state cooperative purchasing programs, extends the tangible personal property tax exemption in foreign trade zones to zones established from January 1, 1990 to December 31, 1991 and makes an appropriation transfer. March 16, 1993

Am. Sub. SB 12 PUBLIC INVESTMENT (Drake) Permits political subdivisions and counties to invest interim and inactive moneys in certain money market mutual funds. October 7, 1993

Am. SB 13 CONDOMINIUM DEVELOPMENTS (Nettle) Permits board of managers of a unit owners association of certain types of developments to legally establish the developments as condominium property subject to the Condominium Law. August 10, 1994

Am. Sub. SB 18 EMISSIONS INSPECTIONS (Suhadolnik) Revises and expands to other counties the motor vehicle inspection and maintenance program in accordance with the federal Clean Air Act Amendments of 1990. September 27, 1993

Am. Sub. SB 19 ENTERPRISE ZONES (Suhadolnik) Extends until December 31, 1997 the last date on which a political subdivision may enter into an agreement under the Urban Jobs and Enterprise Zone program; reduces the maximum percentage of the various tax exemptions and changes the procedure by which real property tax exemptions are determined under the program. July 22, 1994

Am. Sub. SB 20 FINANCIAL RESPONSIBILITY (Ray) Increases certain sanctions for violations of the Financial Responsibility Law; requires financial responsibility information as part of driver education; makes other changes in the Financial Responsibility Law relative to the demonstration of proof of financial responsibility and the surrender of certificates of registration and registration plates upon the termination of proof of financial responsibility; requires insurers to offer property damage liability insurance as part of uninsured motorist coverage; eliminates certain limitations on the recovery of damages under the Uninsured and Underinsured Motorist Coverage Law; prohibits insurers from raising an insured's motor vehicle insurance premium based on the insured's involvement in a motor vehicle accident for which the insured was not at fault or in an accident with an uninsured or underinsured motorist for which the insured was not at fault; permits automobile liability insurance policies to preclude all stacking of coverages; declares that underinsured motorist coverage is not excess coverage; permits all liability insurance policies with coverage limits for bodily injury to include terms and conditions making all claims arising from one person's injury subject to the liability limit for injury sustained by one person; prohibits insurers from considering an applicant's lack of motor vehicle insurance in establishing his motor vehicle insurance rate; and establishes standards governing insurer contribution and motor carrier civil liability arising from the operation of leased motor vehicles. Am. Sub. SB 21 MR/DD (Suhadolnik) Makes changes in the laws governing certain programs and services of the Department of MR/DD and county boards of mental retardation and developmental disabilities, authorizes conveyance of state-owned land in Guernsey County, and modifies the number of Board of Nursing members necessary to conduct business. October 29, 1993

Am. SB 23 CORPORATE EARNINGS (Levey) Provides for combining unamortized accrued post-retirement nonpension benefits with retained earnings in determining whether corporations may declare dividends or distributions. March 31, 1993

Sub. SB 28 YOUTH SERVICES (Espy) Requires the Department of Youth Services, upon request, to inform a child's parent, guardian or custodian of the facility the child is in and how and why that child is being disciplined and prohibits DYS from denying visitation with a parent, guardian or custodian as discipline, unless it is determined to be a safety hazard. June 23, 1993

Am. Sub. SB 29 CORPORAL PUNISHMENT (Schafrath) Prohibits the use of corporal punishment in public school districts that do not formally adopt policies expressly permitting its use by September 1, 1994, permits boards of education to alter corporal punishment policies in effect on September 1, 1994 any time after September 1, 1996 and requires certain boards to appoint local task forces to study the use of effective discipline in schools. Sub. SB 31 RAPE (Montgomery) Expands the offenses of rape, gross sexual imposition and felonious sexual penetration to prohibit specified conduct against senior citizens, handicapped individuals and persons with a disability. September 27, 1993

Am. Sub. SB 33 LOCAL GOVERNMENT (Schafrath) Requires the Legislative Budget Office to complete local impact statements on certain bills having fiscal impact on school districts, counties, townships, and municipal corporations, and permits the Joint Committee on Agency Rule Review to invalidate proposed rules due to an insufficient fiscal analysis. August 16, 1994

Sub. SB 36 DISPOSAL FEES (Suhadolnik) Reconciles conflicting provisions of House Bills 723 & 724 enacted by the 119th General Assembly concerning solid waste disposal fees. August 23, 1993 (Allowed to become law without governor's signature)

Am. Sub. SB 38 EMPLOYMENT INVESTIGATIONS (Sinagra) Requires fingerprinting and background checks of applicants for jobs in schools, Head Start agencies, day-care centers, and home health agencies and prohibits certain offenders from being employed as a person responsible for children. October 29, 1993

Am. Sub. SB 43 RETIREMENT SYSTEM INVESTMENTS (Snyder) Expands investment powers of state retirement funds and provides for PERS to grant full-time service credit for service as an elected official for the purpose of health care coverage if it notifies a member that he will receive the coverage as a retirant. July 8, 1993

Am. SB 46 OUTPATIENT CLINICS (Kearns) Relates to establishment by a board of county hospital trustees or a hospital commission of an outpatient health facility in a county other than the county in which the hospital governed by the board or commission is located. October 7, 1993

Am. SB 48 LAND CONVEYANCE (Drake) Authorizes the conveyance of state-owned land in Cuyahoga County from the Department of Mental Retardation & Development Disabilities to Broadview Living, Inc. July 30, 1993

Am. SB 50 SELF-INSURED EMPLOYERS (Drake) Permits the Administrator of Workers' Compensation to waive the requirement that employer's records be certified by a certified public accountant for the employer to be granted status as a self-insuring employer. August 31, 1993

Sub. SB 62 OMVI (Levey) Corrects technical errors in certain OMVI-related provisions included in SB 275 enacted by the 119th General Assembly; provides that the license suspension for refusing to submit to a chemical test following an OMVI arrest or for having a prohibited concentration of alcohol as indicated by the test takes effect immediately upon the person's refusal or taking of the test and makes other modifications in the procedures governing such suspensions; mandates that a person's initial appearance on an OMVI charge be held within five days after his arrest; authorizes a judge who conducts a person's initial appearance on an OMVI charge to suspend the person's license at the initial appearance if it has not been suspended under the above described provisions or it has been suspended under those provisions but has been terminated on appeal and if the judge determines that the person's continued driving will be a threat to public safety; extends certain impoundment, immobilization, and forfeiture provisions to a person convicted of a municipal offense comparable to state OMVI for the second or subsequent time and to a person convicted of municipal offense comparable to either of the state driving under suspension offenses; modifies certain provisions regarding impoundment, immobilization, and forfeiture orders; and eliminates the jurisdiction of a mayor's court over second or subsequent state offenses of "driving under OMVI suspension or revocation", "driving under financial responsibility law suspension or revocation" or a comparable municipal offense. July 1, 1993

Am. SB 63 MISSING CHILDREN (Kearns) Establishes a missing children clearinghouse in the Attorney General's office, transfers the missing children educational program to the clearinghouse and creates the Missing Children Fund. October 1, 1993

Sub. SB 64 INVESTMENT AUTHORITY (Aronoff) Allows state treasurer to invest interim state funds in certain investment-grade debt interests and clarifies the investment authority of the Treasurer of State. October 1, 1993

SB 71 CHARITABLE TRUSTS (Williams) Permits the Attorney General to waive the additional $200 fee imposed on charitable trusts that fail to pay the required fee for filing an annual report on time if such failure was for reasons beyond the control of the trustees or their designee. October 29, 1993

Am. Sub. SB 73 RENDERING OPERATIONS (Gaeth) Allows for the disposal of dead animals by composting, requires that transporters of raw rendering material to composting facilities be licensed by the Department of Agriculture and exempts from solid waste management plans of county and joint districts any compost facility that exclusively composts raw rendering material. August 10, 1994

Sub. SB 74 LIABILITY COMPANIES (Ray) Relates to limited liability companies, including the formation of those companies to render professional services. July 1, 1994

Sub. SB 75 VEHICLE DECALS (Watts) Allows counties, townships and municipalities to establish a voluntary motor vehicle decal registration program; authorizes any law enforcement officer to conduct between the hours of 1 a.m. and 5 a.m. an investigatory stop of any vehicle displaying a decal issued under the program; creates a no-wake zone along the shores of Lake Erie and between the Daniel Carter Beard and Brent Spence bridges on the Ohio River; adds three public members to the Ohio Rail Development Commission; removes a provision of law relieving a railroad of liability in regard to additional traffic devices at grade crossings; re-establishes that a railroad is not prohibited from using additional devices at public grade crossings not declared dangerous and eliminates the requirement that under condemnations otherwise resulting in zoning setback violations the entire parcel be condemned or extra compensation paid. Am. SB 76 SCHOOL PURCHASES (Finan) Authorizes school districts to use certain means to acquire computer hardware and software for instructional purposes, exempts from competitive bidding requirements the acquisition of such computer software and provisions of certain financing provisions of agreements to acquire such computer hardware. July 30, 1993

Am. Sub. SB 81 SCHOOL PURCHASES (Snyder) Changes law for school board competitive bidding, purchasing school buses, disposing of real or personal property, consents on certain security issuances, and financing and contracting for energy conservation measures and increases to $1,000 the amount under which a school district fiscal officer's expenditure certificate is not required. August 19, 1994

Am. Sub. SB 82 OMVI (Sinagra) Extends to any person under the age of 21 the current prohibition against a person under 18 operating a vehicle with a concentration of at least two-hundredths of one percent but less than ten-hundredths of one percent by weight of alcohol in his blood, breath or urine and designates that prohibition as the offense of "operating a motor vehicle after under-age alcohol consumption" and increase the penalty"; increases the penalty for specified state traffic offenses when the offender has a prior conviction for a similar municipal traffic offense; requires that a person convicted of providing, in any way, beer or intoxicating liquor to an underage person be fined at least $500 and not more than $1,000; clarifies the manner of diSB ursement of funds to local indigent drivers alcohol treatment funds and the authority of DADAS to diSB urse to the local funds moneys collected as part of the reinstatement fees paid by juveniles whose licenses are suspended under the Implied Consent Law; removes all limitations on the existence of the Turnpike Oversight Committee; requires the committee to meet at the call of its chairman rather than once every three months; and declares an emergency. Am. Sub. SB 85 SCHOOL CALENDARS (Cupp) Permits a school to be open for instruction for up to three fewer days during the 1992-93 school year, if the school was closed due to a tornado. May 20, 1993

Am. Sub. SB 96 DRIVER LICENSES (Gillmor) Extends driver's license exemptions to spouses of persons on active duty in the military or other service of the U.S. under certain conditions and to include driver training courses offered by U.S. armed forces among those that fulfill driver training requirements for persons under age 18 and makes changes in the motor vehicle weight limit provisions. May 10, 1994

Am. SB 98 CLOSE CORPORATIONS (Levey) Changes shareholder voter or consent required to amend or terminate a close corporation agreement, clarifies circumstances under which a shareholder is or is not liable if a close corporation dispenses with a board of directors, provides a procedure for preserving the validity of a close corporation agreement when there has been a sale of shares to a purchaser who is without knowledge of the agreement, specifies circumstances under which a close corporation agreement is invalid, authorizes a close corporation to dispense with the annual shareholders meeting, and applies to all Ohio corporations certain provisions regarding the failure to observe corporate formalities. Sub. SB 105 SANITARY DISTRICTS (Meshel) Permits sanitary districts to issue bonds in anticipation of unpaid installments of obligations secured by sewer or water service revenues to fund sewer or water improvements and makes other changes. July 8, 1993

Am. Sub. SB 113 GUARDIANSHIP (Drake) Clarifies the personal liability of a guardian relative to contracts and debts of his ward. October 29, 1993

Am. Sub. SB 115 CHILD SUPPORT (Kearns) Adopts recommendations of the report by the Ohio Department of Human Services to the General Assembly on its review of child support guidelines. October 12, 1993

Am. Sub. SB 116 POLICE ASSAULT (Ney) Makes the offense of assault a fourth degree felony if the victim is a police officer and creates the offense of assaulting a police dog or horse. September 29, 1994

Am. SB 121 PHYSICIAN PRIVILEGE (Montgomery) Waives physician-patient privilege as to tests and results that determine the concentration of alcohol or drugs in any bodily substance of a person. October 29, 1993

Am. SB 122 SALES TAX (Finan) Specifies that sales and use tax does not apply to employment services provided between members of an affiliated group of businesses. June 30, 1993

SB 123 INCOME TAX (Finan) Establishes income tax domicile tests and allows individuals to elect to pay income taxes under special nonresident provisions. October 29, 1993

Sub. SB 128 ESTATE TAX (Kearns) Provides municipal and township fiscal officers access to estate tax records and extends enterprise zone law by six months. January 18, 1994

Am. Sub. SB 134 AGRICULTURAL LAW (Gaeth) Increases the penalties for many of the provisions of agricultural law, requires the registration of pesticide application businesses with the Department of Agriculture, allows agricultural marketing programs to establish accounts with a bank or a saving and loan in lieu of the state treasury, provides for the issuance of quarantine orders and destruction orders of deceased animals, revises the Garbage-Fed Swine Law and makes other agricultural law changes. June 20, 1994

SB 136 INSURANCE COMPANIES (Watts) Alters the definition of an extraordinary dividend or distribution as it relates to insurance holding companies, requires an insurer that is a member of an insurance holding company system to give notice to the Insurance Superintendent prior to paying any dividend, adds factors for the Superintendent to consider when assessing whether an insurer's surplus is reasonable and makes permissive the consideration of any statutorily enumerated factor, modifies the definition of "managing general agent" and requires the licensing of reinsurance intermediary-brokers and reinsurance intermediary-managers. October 1, 1993

Sub. SB 140 SMALL LOANS (Ney) Makes revisions in Small Loans Law including the terms and conditions of loans; unemployment insurance for borrowers, loan origination, check collection, default, and credit line charges; place and conduct of business transactions; and application of the law and violations. October 29, 1993

Am. Sub. SB 143 COSMETOLOGY (Schafrath) Authorizes the State Board of Cosmetology to establish continuing education requirements for persons it licenses. August 10, 1994

Am. Sub. SB 147 COMMERCIAL CODE (Montgomery) Revises Articles 3 & 4 of the Uniform Commercial Code; defines negotiable instrument; prescribes method and place of payment; provides for enforcing incomplete instruments; and provides for causes of action. August 19, 1994

Am. Sub. SB 150 PRESIDENTIAL PRIMARY (Aronoff) Establishes the third Tuesday of March of every presidential election year as the primary election day and changes certain related deadlines. December 29, 1993

Am. Sub. SB 153 CLEAN AIR ACT (Ney) Creates the Title V permit program in the Ohio EPA to comply with Clean Air Act Amendments of 1990 and makes other changes in air pollution control law and revises statutes governing solid waste management generally with regard to fees levied by solid waste management districts and flow control of wastes by those districts. October 29, 1993

Am. SB 157 DRUG REGULATION (Drake) Prohibits health care corporations, health maintenance organizations, sickness and accident insurers, and public employee benefit plans that provide prescription drug coverage from limiting or excluding coverage for a cancer treatment drug approved by U. S. FDA on the basis that the drug has not been approved by the Administration for the treatment of the type of cancer for which the drug is prescribed. August 10, 1994

Am. Sub. SB 162 LEAD SCREENING (Drake) Requires lead screening of certain children; creates tax credit for lead abatement; provides for licensure of persons performing lead abatement; provides that it is an unlawful discriminatory practice to refuse to sell or rent housing because it will be occupied by a child or pregnant woman. July 1, 1994

Am. Sub. SB 165 SCRAP TIRES (Ray) Regulates scrap tire collection, storage, monocell, monofill and recovery facilities and levies a fee on the first sale of tires in this state to be terminated on July 1, 2000. October 29, 1993

Sub. SB 167 LIQUOR LAWS (Gaeth) Increases the maximum gross profit allowed on the sale of liquor by the state, authorizes agency stores to be located within three miles of a state liquor store, establishes a $100 processing fee for the issuance of a permit, changes certain fees the department charges, authorizes the holding of a local option election on the sale of beer and intoxicating liquor at a substantial retail grocery establishment for consumption off the premises where sold; authorizes the transfer of location or the transfer of ownership and location of a retail liquor permit from a municipal corporation or the unincorporated area of a township in which the number of permits issued of that class exceeds the population quota restrictions to an existing or proposed business that the department has designated as an economic development project and that is located in a municipal corporation or the unincorporated area of a township in which no additional permits of that class may be issued; expands the definition of "enclosed shopping center" to include not more than one business establishment located in a free-standing building on the same tract of land as an enclosed shopping center; changes the provisions governing the denial of liquor permits to convicted felons; allows for a one-year period the holding of a local option election on certain questions relating to sales at a state-owned or state-operated facility that were submitted in the same election precinct or residence district within the preceding four years and makes other changes in the Liquor Control Law. November 1, 1994

Am. Sub. SB 172 NATIONAL GUARD (Watts) Allows the Ohio National Guard to enter into agreements with other states and agencies to conduct drug interdiction and counter-drug activities, revises the law on calling the organized militia into state service, and conforms Ohio statutes regarding emergency management and the organized militia to existing federal and state laws. September 29, 1994

Sub. SB 179 INTERNATIONAL FINANCE CORP. (Montgomery) Authorizes investment in obligations of the International Finance Corporation by banks, insurance companies, fiduciaries and the State Insurance Fund. March 10, 1995

Sub. SB 191 RADIOLOGIC LICENSING (Drake). Provides for licensing of radiographers, radiation therapy technologists, nuclear medicine technologists and dental assistant-radiographers; changes the definition of recreational vehicles for purposes of the Motor Vehicle Law; allows licensed dealers to engage in consignment sales of recreational vehicles; permits the sale of non-motorized recreational vehicles at sports and camping shows and prohibits certain legal entities from representing they are practicing medicine when they are not wholly composed of physicians. October 20, 1994

Sub. SB 192 FOOD SERVICE (Drake) Revises the Food Service Operations Law, provides for study of assisted living program, places moratorium on purchase of MRI equipment and declares an emergency. July 21, 1994

Am. SB 200 HOUSING SECURITY (Latell) Permits a sheriff and metropolitan housing authority to enter into a contract under which the sheriff performs police functions for the authority. December 7, 1993

SB 201 CON LAW (Drake) Extends the Certificate of Need Program and the Certificate of Need Study Committee until November 30, 1994; codifies the Certificate of Need Study Committee; simplifies the statutes terminating the Certificate of Need Program and the Certificate of Need Study Committee; repeals the requirement limiting membership of the Legislative Committee on Medicaid Oversight to members of the Legislative Service Commission and ensures complete termination of the Certificate of Need Program and the Certificate of Need Study Committee on November 30, 1994. Am. SB 208 BICENTENNIAL COMMISSION (Finan) Establishes the Ohio Bicentennial Commission to prepare and execute plans for the commemoration of Ohio's admission to the Union and repeals this section of the Revised Code effective January 1, 2005. January 1, 1995

Sub. SB 209 UNDER-AGE DRINKING (Long) Prohibits persons under age 18 from possessing or consuming, or from being furnished with, any brewed or fermented malt product or any product made from certain fermented juices that contains either no alcohol or less than 1/2% of alcohol by volume or any beverage that is identified or advertised as such a product, allows under specified circumstances the sale of gift certificates that may be exchanged for beer or intoxicating liquor, and makes changes relating to the establishment of a franchise relationship between manufacturers and distributors of alcoholic beverages. November 9, 1994

Am. Sub. SB 221 HAZARDOUS CLEANUP (Montgomery) Establishes a voluntary program for the cleanup of lands contaminated by hazardous substances and petroleum, creates a right of action whereby a person who undertakes a voluntary cleanup may proportionately recover the costs thereof from those who caused or contributed to the contamination of the property, and establishes financial incentives for persons who undertake voluntary cleanups. September 28, 1994

Am. Sub. SB 226 SUNSET COMMITTEE (Sinagra) Creates the Sunset Review Committee, provides for the review and termination of state boards and commissions on a four-year schedule, abolishes certain state boards and commissions, merges the functions of certain state boards and commissions and specifies that a member forfeits his position by failing to attend at least three-fifths of the board or commission's meetings during any two-year period. Sub. SB 234 SCHOOL BUSES (Gillmor) Exempts school buses to be sold and operated out of state and school buses used in state for the transportation of handicapped children from certain restrictions concerning window-tinting; authorizes the Department of Transportation to contract with public agencies for the administration of federally-funded enhancement projects and requires the City of Akron to award a single contract for the design and construction of the Maiden Lane/Polsky Skywalk by evaluating proposals rather than by competitive bidding. November 11, 1994

Am. SB 238 TAX CREDIT AUTHORITY (Finan) Modifies the Tax Credit Authority Law and declares an emergency. April 19, 1994

Sub. SB 242 PRISONER EXCHANGE (Gillmor) Authorizes the governor to permit the transfer or exchange of convicted offenders to the country of which they are citizens or nationals pursuant to a treaty between the United States and that country. October 6, 1994

Sub. SB 259 INSURANCE LAW (Ray) Revises the Insurance Premium Finance Company Law and permits pawnbrokers to charge certain fees to comply with the "Brady Handgun Violence Protection Act." September 29, 1994

Am. Sub. SB 264 IMPROVEMENT DISTRICTS (Sinagra) Authorizes the creation within municipal corporations of special improvement districts governed by certain nonprofit corporations and approved by the legislative authority of the municipal corporation and requires the approving municipal corporation to levy special assessments for improvements and services proposed and implemented by and for these districts; provides a method by which all or part of the unincorporated area of a township can become a village after the part of the township that is located within a municipal corporation is removed from the township, if action for removal is taken by December 31, 1994; permits the merger of the unincorporated area of a township within more than one municipal corporation; permits a municipal corporation to enforce its noise ordinance against a source in an adjoining municipal corporation only if it has an agreement for such enforcement with that adjoining municipal corporation; and exempts certain volunteer fire departments for the requirement to obtain a permit for certain fires started for training purposes. Sub. SB 271 DISPLACED WORKERS (Ray) Creates a state income tax credit for displaced workers who pay for job training and simplifies instructions concerning the order in which state income tax credits must be claimed. July 22, 1994

Am. SB 275 SMOKING (Gillmor) Prohibits smoking in child day-care centers and prohibits smoking during certain hours in type A and certified type B family day-care homes. March 8, 1995

SB 300 MOTOR VOTER (Ray) Requires certain state agencies and the Registrar of Motor Vehicles and deputy registrars of motor vehicles to offer to register each person who is an eligible elector, revises the manner in which the registration of eligible electors may be canceled by a board of elections, revises the conditions under which an elector who changed his residence or name may vote and makes other changes to the elections laws effective January 1, 1995. Continues the Certificate of Need program, including the moratorium on magnetic resonance imaging units, until July 1, 1995; designates certain medical equipment as reviewable regardless of cost; imposes a moratorium on certificates of need for changes in service-level designation of existing obstetrical and newborn care beds; imposes a moratorium on cardiac catheterization services that treat patients who are not high-risk; ensures the complete termination of the CON program on July 1, 1995; specifies that hospital costs on which to base Hospital Care Assurance assessments for the program year ending in 1995; and declares an emergency. SB 303 UNEMPLOYMENT (Cupp) Revises the criteria the Bureau of Employment Services must use to determine the penalty contribution rate of an employer who fails to file wage information as required; requires the bureau to apply the revised method of calculating the penalty contribution rate for contribution periods beginning January 1, 1995; requires the bureau of establish a profile system of unemployment compensation claimants who are likely to exhaust their unemployment compensation benefits and requires such claimants to participate in reemployment services under that system. SB 306 PENSION BENEFITS (Snyder) Makes changes in State Highway Patrol Retirement System pension benefits related to certain minimum monthly pension amounts, eligibility for cost-of-living adjustments for pensions, reimbursement levels for certain Medicare premiums, eligibility for pension benefits due to certain purchased military service credit and joint and survivor pension options at retirement.
